About Us

The Insurance Consumer Guidance Society (ICGS) is a 501(c)(3) nonprofit organization dedicated to providing the residents of California with clear, unbiased educational resources about insurance. Founded on the principle that transparency and understanding are essential to consumer protection, ICGS serves as a trusted source of information and support for Californians seeking to navigate the often complex and evolving world of insurance.


Our mission is to enhance consumer understanding of insurance products and the regulatory landscape in which they operate—particularly in light of mounting challenges such as natural disasters, and significant market shifts. These factors have contributed to an increasingly volatile insurance environment across the state, underscoring the urgent need for accessible, accurate, and impartial guidance.


To fulfill this mission, ICGS is committed to a number of formal objectives including: Educational Outreach, Media and Public Engagement, and Direct Consumer Support.


We are devoted to serving the public interest by fostering informed decision-making in a dynamic and often confusing insurance landscape. Whether navigating post-disaster claims, shopping for coverage, or trying to understand new regulatory changes, Californians can turn to ICGS for the clarity and confidence they need.

Who We Are

The Insurance Consumer Guidance Society (ICGS) is a nonprofit organization founded by Karl Susman. Karl has over 30 years' experience in the Insurance industry. He is widely recognized as an expert in the field—serving as an expert witness in state, federal, and criminal courts, a frequent media commentator and analyst, and a legislative consultant.
Throughout his career, he has remained deeply committed to protecting policyholders' rights, promoting a competitive and transparent insurance marketplace, and advocating for a fair and thriving industry. Karl holds a Master’s degree in Insurance Management from Columbia University and has dedicated his professional life to ensuring that consumers have access to affordable and effective insurance. His work focuses on holding both the industry and regulators accountable while fostering an environment where insurers are motivated to compete and consumers benefit from meaningful choices.
ICGS builds on this mission by providing clear, accurate, and accessible insurance education to the people of California. Our goal is to ensure that all residents—regardless of background, income, or experience—have the information and resources they need to understand their insurance options, navigate complex policies and regulations, and make informed, confident decisions.


What We Do

Direct Consumer Support

With a free helpline (213-83LEARN) and dedicated email contact (info@icgs.org), we provide a platform for consumers to receive guidance from licensed agents without any commercial bias. Our commitment is to remain fully independent of any insurance companies, ensuring impartial and consumer-focused advice.

Education & Outreach

ICGS commits to delivering accessible and neutral information on various forms of insurance, including, but not limited to, homeowners, condo, renter, fire, FAIR Plan, earthquake, flood, automobile, and personal umbrella insurance. We aim to make complex insurance topics understandable for all Californians.

Media and Public Engagement

We will engage the public through a variety of channels, including local and statewide media appearances, webinars, radio, YouTube, podcasts, and written articles to ensure widespread dissemination of insurance education.
